Brian W. G. Marcotte, CEO
During his 34-year career with Unocal Corporation, Mr. Marcotte held the positions of:  President Unocal Thailand, President Unocal Indonesia, and President Unocal Netherlands. In these capacities he was responsible for all aspects of oil and gas exploration, development and production for the respective countries—onshore, offshore and in deepwater environments.  He also served as Corporate Vice President Public Policy, Health Environment and Safety, Vice President Unocal US Western Region, Vice President of Technology and Asset Management and he recently served as Chairman of the Unocal Foundation. He has also held technical engineering and management positions in the specific areas of petroleum engineering, drilling and production operations. He has been responsible for both onshore and offshore oil and gas exploration and production on a global scale.

Mr. Marcotte graduated from the University of Southern California in 1971 with a bachelor’s degree in petroleum engineering. He completed Northwestern University’s Kellogg Graduate School--International Advanced Executive Program in Bergenstock, Switzerland and he undertook graduate studies in engineering management at the University of Alaska, Anchorage.

He has had numerous industry leadership, board and advisory positions and has been recognized for his contributions to local communities.


Bradley R. Govreau, Chief Operating Officer
Brad was senior vice president and general manager of Unocal Indonesia responsible for operations of a $900 million portfolio of shelf and deep water oil and gas assets. He controlled a $160 million annual expense budget and $120 million capital budget. While at Unocal he also was Vice President of Unocal Geothermal and directed 400 employees and was responsible for $600 million in assets.

From 1986 -1992 he was Regional Manager Unocal California and was part of the management team responsible for overseeing operations and divestitures of a $200 million portfolio of oil and gas assets. From 1975 – 1986 he served as Production Engineer, Reservoir Engineer and Area Engineer/Area Superintendent for Unocal.  Areas of responsibility included Texas, Oklahoma, Kansas, Utah, Colorado, and New Mexico. C. Paul Davis, Senior Vice President and
Chairman of Advisory Board
C. Paul Davis has over 35 years of experience in the computer industry where he worked in various field sales and home office management positions for companies like Addressograph-Multigraph Corporation, Sperry Rand UNIVAC and DataProducts Corporation. Over the past 25 years Mr. Davis has successfully started seven of his own California companies and took one (PerfectData Corporation) through a successful public offering in 1983. Some of this other companies included: TEDA Corporation, CompuRite Ribbon Corporation, Permabyte Corporation, Technology Marketing, COMAT Technologies Corporation, a company that did a two year consulting assignment for Neste Og (Finland’s largest company) and UNIAX Corporation, the co-inventors of conductive polymers that won Dr. Alan Heeger a Nobel Prize in Chemistry in 2000, and ACORN Golf, Incorporated. Mr. Davis has served on seven Boards. He holds six patents. Mr. Davis was the Co-Founder and Vice Chairman of SO/CAL/TEN Forum in Southern California and Co-Founder of the MIT Business Forum on the Central Coast. He was also past President of the Las Positas Park Foundation. Mr. Davis has a BS in Marketing (1954) and MBA (1957) from the University of Detroit.


Noel Carroll, Technical Consultant
Noel Carroll is currently the Managing Director of Green Plus and a Director of Biofriendly Corporation, both fuel catalyst companies. He is also Chairman of Live Oil Services and co-creator of the Titan Process. He is an active inventor and holds over 100 patents including 63 related to Vortoil® water/oil separator technology that is considered the state of the art technology for offshore oil platforms. Vortoil won the prestigious Queen’s Award from the British Government for one of the best new products introduced to North Sea oil production and was bought out by Dupont/Conoco for in excess of $30 million. Noel was also co-founder of BWN Automatic Doors that operated in 30 countries and had 700 employees before being bought out by the German company Dorma. Noel has an extensive practical and scientific background and is well-versed in petrophysics, petroleum engineering, microbiology and chemistry.
